RE: Village of Belledune Wastewater Study
Dear Resident:
As you may be aware, some areas of the Village are experiencing problems caused by substandard or malfunctioning septic systems such as breakout of untreated effluent or bacterial well contamination. These problems are largely due to inadequate lot sizes, unsuitable soils, rock or groundwater conditions or improper system installation. The public health risk, environmental degradation and negative economic impact from this situation is significant.
In early 2005, the Belledune Council met with the N.B. Department of Environment (NBDELG) and local government to discuss wastewater servicing options for the Village. At the meeting Council's experiences with previous sewer servicing studies and infrastructure project applications for one or two large centralized systems were discussed. As a result of these past experiences, it was determined that a large centralized system is probably not the most appropriate solution for Belledune. Council determined that an engineering study to investigate alternative approaches was needed as one of the first steps toward finding a solution.
Council asked Engineering Technologies Canada Ltd. (ETC), known for their innovative approaches to rural wastewater management, to prepare terms of reference and a fee proposal to carry out the study. Belledune received funding for this study through the New Brunswick Dept. of Environment and Local Government's Clean Water Program.
To help make this study successful, we ask that you take a few minutes to complete the survey by February 15, 2005. A survey has been sent to the registered owner of each property in the Village. If you receive multiple surveys, please complete one for each property.
When entering the survey data on-line you will be prompted for a user name which is resident and password which is belledune. The survey responses will be kept confidential and no individual names will be published. The summarized results will be presented as tables and maps.
