RE: Caissie Cape Wastewater Management Study

Dear Resident:

As you may be aware, the Caissie Cape area of Grand Digue has problems with bacterial contamination of wells and failing septic systems. These problems are largely due to inadequate lot sizes and the high density of wells and septic systems. Some property owners have holding tanks or cannot get a sewage disposal permit for a conventional septic system due to small lot size and/or poor subsurface conditions. The public health risk, environmental degradation and negative economic impact to the area is significant and increasing.

In 2003, a group of concerned and motivated residents formed the Grand Digue Wastewater Committee to try to facilitate a solution to the sanitation problems in Caissie Cape. This committee determined an engineering study was needed as one of the first steps toward finding a solution.

Engineering Technologies Canada Ltd. (ETC), known for their innovative approaches to rural wastewater management, met with the committee and we asked them to prepare a proposal to carry out the study. The committee received funding through the New Brunswick Dept.of Environment and Local Government's Clean Water Program for the study.

To help make this study successful, we ask that you take a few minutes to complete the hard-copy survey or this on-line survey by March 31, 2005. A hard-copy of the survey has been sent to the registered owner of each property in the study area. If you receive multiple surveys, please complete one for each property.

The survey responses will be keep confidential and no individual names will be published. The summary results will be presented as tables, maps and comments.

The survey requires your name, address and PID number. The forms are tied to the official PID (Property Identification) number for each property parcel. We have provided the PID number on the surevy form which was mailed to you and on the first line of the address label. If you have not received a form, or are not sure which PID number applies to which of your properties, you can view our on-line property maps provided here. These maps are images which can be opened in an image viewer or in Acrobat Reader. Once open, please use the "Zoom" function to zoom into the area of your property parcel and you will then be able to read the PID number.
